Does the state have a licensure system that allows teachers to advance beyond a standard professional license? Yes. Candidates may be eligible to add one of two advanced license rankings to their standard professional license (also known as the Professional Certificate):
  • Rank II Professional Certificate
  • Rank I Professional Certificate
Note: Candidates who meet the requirements for the Professional Certificate but who hold a bachelor's degree only are issued a Rank III Professional Certificate.

What tasks and/or evidence of effectiveness are required for teachers to obtain an advanced license? To be eligible for a Rank II Professional Certificate, candidates must:
  • Have a master's degree in a subject field approved by the Education Professional Standards Board or equivalent continuing education OR complete a planned fifth year program.
To be eligible for a Rank I Professional Certificate, candidates must:
  • Have a master's degree in a subject field approved by the Education Professional Standards Board or equivalent continuing education.
  • Earn 30 semester hours of approved graduate work or equivalent in continuing education.*
*Candidates for the Rank 1 Professional Certificate can submit evidence of National Board certification in lieu of the continuing education requirements.

Beyond these education requirements, no evidence of effectiveness is required for the Rank II or Rank I Professional Certificates. However, candidates can complete the “Continuing Education Option” in lieu of these requirements. The option requires candidates complete a minimum of six graduate credit hours and submit a portfolio, which includes evidence of student learning among other things.

What tasks and/or evidence of effectiveness are required for teachers to obtain a teacher leader license/endorsement? Effective August 2019, The Kentucky Education Professional Standards Board is required to use the Teacher Leader Standards in the evaluation and assessment of a teacher leader for advanced certification and for the approval of teacher leader master preparation programs. 16 Ky. Does the state define the role (prescribe certain duties) of the teacher leader in statute or regulation? Yes. The Kentucky Teacher Leadership Framework states, "teacher leaders transform their classrooms, schools, and profession, activating teacher growth and achieving equity and excellence for students." 16 Ky.   • Financial incentives for teachers who increase their certification rank.
